PACT?
People's Action for Community Transformation,
launched in 1996.
A 26 member collaborative network of NGOs and CBOs launched
with funding from the Canadian International Development
Agency (CIDA).
Its Focus?
Primarily on poverty reduction, advancement of education and
effectively empowering people to transform their communities.
Its Methods?
Strengthening communities through a collaborative framework
of NGOs and CBOs and maintenance of a formal project
management unit for relief of poverty.
JANUARY 2000 Expanded services to over 40 CBOs.
Collaborative methods involving beneficiaries in the design
as well as the implementation of project activities, sometimes
utilizing resources provided by member agencies.
PRIMARY BENEFICIARIES continue to be:
- NGOs and CBOs
- Inner city and poor rural communities
- Other Institutions become involved:
Funding Agencies, Government of Jamaica
Departments and Ministries, Parastatals and
Executive Agencies and Private Sector

GROWTH AND DEVELOPMENT
The best foundation for success is success
PACTs success has been built upon a sound
combination of key elements, via:
- A volunteer Board of 10 Directors drawn from the general
membership, which makes policy decisions, reviews for decision
making six-monthly work plans, financial and narrative
progress reports. Reviews progress on a quarterly basis. The
Executive Committee meets monthly and member agencies every 3 months.
- Procedure manuals are compiled to guide operations and a
well-known audit firm conducts the annual financial audit.
- Secretariat staffed by experienced and fully qualified
staff led by a highly creative and experienced dynamic Programme
Director and utilising state of the art technology.
UNIQUE FEATURES OF PACT
DEVELOPMENT THROUGH COLLABORATIVE ACTION:
PACT will broker arrangements, mobilise resources, provide
business opportunities, information and institutional strengthening
services through the promotion of collaboration and involvement
among its partner NGOs and CBOs
REPLICABILITY:
All sub-projects can be replicated in other target areas within
Jamaica or in external environments.
NETWORKING:
PACT is part of a network of CIDA fund-managers, partners with
regional organisations CARIPEDA and CUSO in implementation of
social programmes.
PACT is the only NGO member of CAMDA /CARICAD,
a regional body that promotes regional co-operation, integration
of management development in national planning, networking and
institution building.
PARTNERSHIP WITH COMMUNITIES
- Direct involvement of beneficiaries in selection of priority
need, project design and implementation
- Develop collaborative framework for partnership and offer
technical assistance, training and fundraising
- Strengthen project development and implementation
capabilities of members and other organisations
- Document and disseminate information on
successful poverty alleviation initiatives

I. CIDA FUNDED - June 1996 to June 1998
- Project Management Unit for CBOs and NGOs project financing
and capacity building

FIT/CIDA Assessment of the Institutional capacity of
selected CBOs and NGOs in Jamaica
II. KRC/DFID funded January 14 to July 3,

- Technical assistance and training to 120 residents
of Jones Town Community, Kingston
III. Training - April 3 to September 30, 2000
- National Co-ordinator for Disaster Management and
Preparedness Training for CBOs in Jamaica Funded by
Caribbean People Development Agency (CARIPEDA) Secretariat,
Kingstown, St. Vincent
IV. Fund Manager November 2000 to October

- Establishment of a Project Management Unit for continued
support for Project Administration and Management. Funded
by USAID/Jamaica

GOING FORWARD TOGETHER
Based upon the needs of members and other organisations,
PACT has developed and applied in their work 14 training
manuals on a wide range of topics. These include:
- Financial and Project Management
- Community Development and Group Dynamics
- Parenting and Social Relations
- Mentoring
- Reproductive Health and Substance Abuse
- Environmental Health and Community Safety
Other successful initiatives on which to build:
- Development of fully integrated marketing service
for NGOs
- Staging of an annual 2-day exhibition on community
goods and services over 30 organisations
- Expansion of the PACT Business Centre which has
generated income of: Estimated 20% of the Secretariats
Administration Budget as well as augmenting funds for
allocation to community projects.
